Biden kicks off NATO summit in Washington amid concerns about his candidacy

As President Biden welcomed NATO leaders to a summit in Washington, House and Senate Democrats met to discuss his future. Mr. Biden delivered a forceful tribute to NATO at the opening of the meeting and said Ukraine will prevail in the war with Russia.
